Railway transportation organization follows the principle of unified dispatch and command. If the tourism special train cannot operate due to unforeseeable reasons such as emergencies or related department dispatch, construction, line accidents, vehicle failures, or heavy lines, the tourism agency shall not bear any breach of contract liability. The specific departure time and stopping point of the special train shall be subject to the orders of relevant departments! Due to reasons such as railway system scheduling, construction, line accidents, vehicle malfunctions, and changes in train schedules, the delay of tourist trains and other factors that affect tourist travel itineraries are considered force majeure factors, and travel agencies shall not be held responsible for any breach of contract!
If the order is cancelled due to tourist reasons, the fee deduction standard is as follows:
More than 91 days before the departure date: 10% of the contract amount will be charged;
90-80 days before the departure date (inclusive): 15% of the contract amount will be charged;
79-70 days before the departure date (inclusive): 20% of the contract amount will be charged;
69-60 days before the departure date (inclusive): 30% of the contract amount will be charged;
59-45 days before the departure date (inclusive): 60% of the contract amount will be charged;
44-31 days before the departure date (inclusive): 80% of the contract amount will be charged;
30 days before the departure date (inclusive): 100% of the contract amount will be charged.

1、 The requirements for unified handling of children under the age of 16 traveling together are as follows:
1. Children under the age of 16 are not allowed to apply for a border management zone pass separately and must be accompanied by their guardian to apply together. When applying, a medical birth certificate or household registration book must be presented (a copy can be provided if the original is not carried), and only the child's ID card cannot be processed.
2. If the first guardian (parents) does not go, when the second guardian (grandparents, great grandparents) accompanies the person, the first guardian (parents) must issue a power of attorney to authorize the accompanying person (the power of attorney must be signed and stamped by both first guardians, and the original power of attorney, a copy of the principal's ID card, and the original ID card of the entrusted person must be submitted).
3. If other non direct relatives accompany the guardian, a power of attorney must be issued by the first guardian (parents) and notarized, otherwise it will not have legal effect.
4. The personnel handling the certificate should strictly follow the relevant requirements of the accompanying bank and should not simplify the process. Children under the age of 16 who have not completed the accompanying procedures are not allowed to directly enter the border management area.
